Lightly grease baking sheets or line sheets with parchment paper.
Preheat oven to 325 degrees F (165 degrees C). In a large bowl, combine rolled oats, butter and boiling water. Let stand 10 minutes.
In another large bowl, stir together the honey, nutritional yeast, peanut butter and egg. Combine both mixtures, and then slowly add the flour to make a soft dough that is not too sticky. Add more flour if needed.
Knead dough on a lightly floured surface, until dough is smooth and no longer sticky. Roll or pat out dough to 1/2" thickness. Cut with cookie cutter.
Bake 35 to 45 minutes in the preheated oven, until golden brown.
Now the icing, mix arrowroot with the water.
Add food coloring to the color you desire.
Dipped cookie in icing or use a small spatula or pastry bag to frost the biscuits once cooled.
Place a thin cookie on the top of icing!
