Suggest a better descriptionPreheat the oven to 325° degrees F.
Heat the oil in a large oven safe pan over medium-high heat. Sprinkle the beef with the salt, pepper and onion powder, then sear in the hot oil on all sides until well browned, 8 minutes or so.
Remove the meat from the pan.
Stir in the stock, red wine, tomato paste, Worcestershire sauce, carrots and rosemary sprigs.
Arrange the meat in the wine mixture cover and cook until the meat is tender, about 4 hours.
Serve over mashed potatoes with the carrots.
