Put flour, salt and pepper in a zip-lock bag. Add Short Ribs and coat. Shake off excess.
Heat a dutch oven over medium heat. Add olive oil and brown ribs on all sides. Reserve on a plate.
Pour out all excess oil and put back on heat. Add bacon and and cook.
Add onion and carrot, cook til tender.
Add garlic, cook few minutes more.
Add allspice and rosemary.
Add tomatoes, wine and short ribs.
If ribs aren't covered in liquid add enough beef stock or water to cover.
Bring to a boil.
When liquid is boiling, cover and place in hot oven. Bake for 2-1/2 to 3 hours until meat is tender.
Remove from oven, carefully remove ribs from pot to a warm plate.
Bring sauce to a simmer and reduce until sauce is thick.
Serve with mashed potatoes, rice, couscous or egg noodles
