Suggest a better description1. Preheat oven to 350 degrees. Grease a 1 quart baking dish with cooking spray.
2. Place 1 inch of water and broccoli in a small saucepan; bring to a boil. Reduce heat; cover and simmer for 3-5 minutes or until crisp-tender.
3. At the same time, in a small saucepan, combine the cornstarch, salt, pepper, and milk until smooth. Bring to a boil; cook and stir for 1 minute or until thickened. Stir in the onion and cheddar cheese until cheese is melted. Drain broccoli; stir into cheese sauce.
4.Transfer to a 1 quart baking dish, sprinkle with parmesan cheese. Cover and bake for 25-30 minutes or until vegetables are tender.
