Melt butter in large pan. Add onion, celery, broccoli and carrots. Saute covered until tender (about 10 minutes). Stir in flour, water, chicken bouillon and milk. Cook, stirring until thickened. Stir in half and half velveeta cheese and heat until cheese is melted. DO NOT BOIL AGAIN!
