Preheat oven to 350 degrees. Coat a 9-inch pie pan with cooking spray.
Mix together 2 tablespoons cheese, 1 egg white and rice. Press into pie plate and bake for 5 minutes.
Mix onion, carrot, broccoli, chicken broth and marjoram in a large skillet coated with cooking spray. Cook over medium heat for 15 minutes. Vegetable should be almost glazed. Let cool to room temperature.
Beat together remaining 2 egg whites, whole egg, milk, salt and pepper. Add cheese and mix. Add vegetables to egg mixture.
Pour mixture into rice shell. Bake at 350 degrees for 35 minutes.
