Parboil (microwave) broccoli. In large saucepan, cook onions, potatoes, chicken broth, salt, and cayenne. Heat to boiling; lower and simmer 15 mins. Add broccoli (may reserve few for garnish). Use immersion blender. Add milk and nutmeg. Bring just to boil. If too thick, add more cream or milk.
