LINE a baking sheet with foil and spray with cooking spray.
PLACE fillets skin side down on baking sheet.
SPRINKLE evenly with garlic pepper.
PLACE baking sheet 6 inches under broiler and broil 3 minutes.
MEANWHILE in small saucepan melt butter over medium.
WHISK in honey, lime juice and zest and soy sauce.
REMOVE from heat and set aside.
REMOVE pan from oven.
BRUSH or spoon glaze eely on fillet.
RETURN pan to over and broil 4 - 7 minutes.
SPRINKLE fillets with cilantro after removing from oven.
