Mix the 2 Tsp of chili powder, salt and ground cumin.
Moisten grill pan with olive oil. Dredge chicken in the chili powder & cumin mixture.
Broil chicken (turning once) for about 5 minutes, or until browned.
In a sauce pan, combine tomatoes, chiles, corn, cumin seed and 1/2 Tsp chili powder. Stir in the sour cream. Bring to a boil., then simmer uncovered for 5 minutes or so.
Stir in cilantro.
Spoon most of the tomato mixture onto plates, and then cover with chicken. Then cover chicken with remainder of tomato mixture.
Top with crushed corn chips, and sprinkle with cheese.
