Brown 10 T. butter in heavy skillet (not non-stick). Swirl constantly until butter is dark golden brown. Remove from heat and stir in remaining butter.
Mix white sugar and 1/4 c. brown sugar, sift together
Whisk flour, baking soda and baking powder
Add rest of brown sugar and salt to melted butter, add eggs and vanilla
Add flour mix to butter mix
Roll into balls, roll in sugar mix
Bake 12-14 minutes
Let rest on cookie sheet another 5 minutes before cooling on cooling rack
