Sift together first three ingredients. Add butter or margarine and cut it in until mixture resembles course meal. Add eggs and milk and mix well to form a dough. Shape into 1 inch balls, place on a lightly greased cookie sheet 2 inches apart. Flatten. Combine granulated sugar and cinnamon. Sprinkle each cookie lightly with this mixture. Bake in a preheated oven (400) 8-10 mins or until the edges have slightly browned.
