Sponge - Sprinkle yeast and sugar over warm milk in a small bowl, stir to dissolve. Let stand until foamy, about 5 minutes. Transfer to large bowl mix with cold milk and flour. Mix will, cover with plastic wrap and let stand 4 hours.
Dough - Melt butter in heavy skillet over very low heat. Add fennel and cook until aromatic stirring occasionally, about 5 minutes. Cool butter mixture slightly.
Transfer sponge to heavy duty mixer fitted with dough hook. Gradually beat in butter mixture, eggs, 3/4 cup sugar, Marsala, rum, lemon peel and salt. Add flour, let dough come together, and continue kneading for approximately 10 minutes, dough should reach a temperature of 80 degree.
Lightly butter a large container, add dough turning to coat. Cover bowl with plastic wrap let dough rise until double approximately 2 hours.
Place parchment paper on two large baking sheets, punch dough down and divide into two pieces. Cut dough in half, flatten dough slightly, and roll into 20 x 5 inch rectangle. Sprinkle half the raisins and half the lemon peel evenly across the dough. Starting on long side roll jelly roll style pinching to seal edges. arrange dough seam side down into a ring shape. Repeat with second piece of dough. Cover each with a towel and let rise until double approximately 1 hour 45 minutes.
Beat egg, and use to glaze bread, sprinkle with remaining sugar. Bake in a 350 degree oven for 35 minutes, or until bread reaches and internal temperature of 195 degrees.
