Place the whole garlic cloves and the oil in a non-stick frying pan and cook over a medium heat until they become soft - about 5 min. Once soft, place in a small bowl and mash to a paste. Add the rosemary and continue mashing until the ingredients are well combined.
While the garlic is sweating, bring the butter beans up to boil in a pan of water for 3 min. Drain.
In a shallow bowl, mash the butter beans and stock together with a fork, until it has reached your preferred consistency. Add the garlic and rosemary paste and stir to combine thoroughly. Spoon into a warmed serving dish, sprinkle with black pepper and serve immediately.
