COMBINE 1 cup flour and sugar.
CUT butter in until it resembles coarse meal.
PRESS into 9 inch pan.
BAKE 350 deg. for 15 mins.
BEAT together eggs, brown sugar, 2 tablespoons flour, baking powder, vanilla and salt.
STIR in raisins and nuts.
POUR over base.
BAKE in 350 deg. for 25 mins. or until filling is almost firm.
LET cool and cut into small squares.
