Mix 1 tablespoon butter with cornstarch and set aside.
Over medium heat, melt the remaining butter. Add the garlic and cook until softened, 2-3 minutes. Add the peas and salt and pepper. Cook until bright green, about 1 minute. Add the half-and-half and cook until it bubbles in the center. Add the cornstarch and cook, stirring, until it starts to thicken, about 1-2 minutes.
Add lemon zest and chervil. Serve immediately.
