Preheat oven to 425 degrees. Mix flour, powder, salt and soda. Cut shortening into the dry ingredients. add buttermilk. Turn dough on to floured surface and knead. Pat dough ibto 3/4 inch thick. Using a cutter cut out biscuits and put on ungreased baking sheet and bake for 12-15 minutes.
