Cut the stale bread into small cubes, approx. 2 x 2 inch. I like to cut off the crust, but it's fine if you leave it on. In a large bowl, whisk together the eggs, sugar, cream, 1 cup milk, and vanilla extract. In a small bowl, add the butter and 3/4 the bag of butterscotch morsels. Reserve the remaining morsels for later. Place the bowl in the microwave, and heat on high for 30 seconds. Remove, stir, and place in for intervals of 20 seconds, or until the chips have melted. It will look like a scary thick paste, so don't panic. Add the remaining 1/4 cup of milk to the butterscotch mixture, and stir vigorously until all of the butterscotch has dissolved in the milk (If the butterscotch is being stubborn and won't dissolve completely, stick the whole mixture back into the microwave for another 30 seconds). Add the bread cubes, tossing to coat thoroughly, and let soak for 30 minutes, tossing them halfway through.
Preheat oven to 350 degrees F.
Pour bread pudding mixture into the glass baking dish. Place this dish into a larger deep-dish baking tray, and add hot water that goes up to about halfway the height of the bread pudding baking dish. Carefully, place in the oven for 40 minutes. When timer goes off, remove, sprinkle remaining morsels over bread pudding, and continue baking for another 5 minutes or so. Test the mixture for doneness by inserting a knife in the center and sides of the pudding; the very center should be set and the knife comes out clean. If it isn't quite done, continue cooking for another 10 minutes, checking again. Melt the dark chocolate chips in a bowl in the microwave for 30 seconds. Spoon into a plastic rectangular bag, such as Ziploc, with a corner cut off one of the edge. Drizzle the chocolate over the top of the pudding as it cools.
