Mix all ingredients except broth together in large bowl. Transfer to 9x13 inches baking dish and pour broth over the top. Bake covered at 350 degrees for 60 minutes, then uncovered for 30 minutes (or until rice is cooked). If it starts to dry out before rice cooks, add 1/2 cup water over top and stir.
I usually use hot italian sausage in place of the ground beef for this. It just gives it a bit more flavor.
