All the flavors of cabbage rolls but with the ease of a casserole. This dish is something I made up one night and my family fell in love with it so it has become a favorite.
Fry hamburger meat and drain grease after meat is cooked thoroughly. I use a very large deep frying pan as much more will be added before your finished. Add half of the chopped onion, chopped garlic, bell pepper. Saute this with the hamburger meat for a few minutes then add the can of chopped tomatoes. Then add sugar, salt and pepper to taste and simmer for about 10-15 min. Then add rice to meat mixture and blend.
In a separate large frying pan saute the other half of onion in the canola oil until they are partially translucent and then add the cabbage and continue frying just enough to brown a few edges.
In a 13 x9 casserole dish I layer the cabbage on the bottom then the rice meat mixture and then sprinkle the french fried onions over the top.
Bake at 375(F) degrees for about 30 min and enjoy
