Place pecans in a large bowl. Mix water and egg white together with a wire wisk until it is frothy. Pour this mixture over the pecans and mix until all the pecans are coated. Mix together the sugar, cinnamon, and nutmeg. Pour dry ingredients into the pecan mixture and toss until the nuts are all coated. Spread pecans on cookie sheet covered with aluminum foil. Bake at 300 degrees for 30 minutes, stirring every 10 - 15 minutes until done.
