Preheat oven to 425. Roll out the puff pastry into an 11" square. Cut out 4- 5" rounds using a 5" cup or ramekin as a guide. Place the pastry rounds on an unlined baking sheet and bake til puffed and golden brown, 15-20 min. Set aside.
Heat 2 tbsp. olive oil in large pot over med hi heat. Add leek and cook, stirring til softened, @3 min. Add flour and cook, stirring, 1 min. Whisk in the milk. 3/4 cup water, 1/4 tsp salt and pepper. Bring to a boil, then reduce heat and simmer til thickened @3 min. Whisk in the garlic herb cheese, 2 tsp mustard, lemon zest I 1 tsp lemon juice.
Season cod with salt and stir into the skillet. Simmer gently til cooked through 6-8 min. Stir in half the herbs.
Whisk the remaining 1 tsp lemon juice, 1/2 tsp mustard, 1 tbsp. olive oil in large bowl. Add te lettuce and remaining hers; toss. Season w/s&p.
Divide co mixture among shallow bowls; top each with a round of puff pastry. Serve w/salad. PS added 7/3/19 source food network 3/19
