Heat oven to 375. Lightly spoon flour into measuring cup. Level off. In small bowl, combine flour, cocoa and baking soda, blend well. In large bowl, beat 1 cup sugar, brown sugar, and butter until light and fluffy. add vanilla and eggs, beat well. Add the flour mixture to this and blend well. For each cookie with floured hands, shape about 1 tablespoon of dough around 1 Rolo candy. Cover completely or the candy will run out of the cookie. Roll in extra sugar. Place 2 " apart on ungreased cookie sheet.
Bake 7 -10 minutes or until set and slightly cracked.
Don't over bake. Cool 2 minutes remove from cookie sheet. Cool completely on wire rack. Melt vanila chips. drizzle over cookies.
