Base: Mix well using pastry blender & press firmly into 9" square pan. (Press down with fork then use flat hand). Bake at 350? for 20 minutes. Cool.
Filling:Combine in double boiler & bring to boil. Boil & stir 5 minutes. Remove from heat, beat & pour over cooled base. Refrigerate until set.
Topping: Melt chips & butter over low heat. Pour over the now-cooled filling layer. Refrigerate or freeze. To serve, cut into 36 squares.
