Line a baking sheet with heavy-duty aluminum foil.
Spray a wire rack with nonstick cooking spray; place on baking sheet. Cut bacon in half; arrange slices in a single layer on wire rack. Combine brown sugar, water and Cayenne pepper in a small bowl; mix well. Brush mixture generously over surface of bacon.
Bake 30 minutes.
