Combine sugars and butter and beat at high speed of an electric mixer till light and fluffy. Add eggs and vanilla and beat till smooth. Add dry ingredients to sugar mix and mix well. Mix in oats, carrots and raisins. Chill.Place large walnut size balls of dough on a parchment lined cookie sheet and bake at 350 for about 12-15 minutes. When cool, frost with a cream cheese frosting.
