Preheat oven to 425 degrees F. Grease 12 muffin pan cups. IN large bowl, combine flour, baking powder, baking soda, salt and cinnamon. In medium bowl, whisk carrots, egg,milk, oil, sugar and raisins. Stir into dry ingredients until just combined. Spoon into prepared muffin pans. Bake 20 minutes. Unmold and cool on wire rack. Makes 1 dozen.
