1. Early in the day, steam carrots over boiling water, 10 - 15 minutes or until just barely tender.
2. Dice carrots and put in a bowl. Mix with spices, lemon juice, sugar, and a pinch of salt. Cool, cover and chill until ready to serve.
3. Just before serving, add salt to taste. Drizzle with EVOO and sprinkle with parsley.
