Preheat oven to 350.
Bring medium pot of water to a boil and add cauliflower. Cook until nearly tender and drain.
In a medium mixing bowl, whisk the milk into the flour, then add the egg, salt, pepper and 1 cup of the mozzarella cheese.
Add the cooked cauliflower and stir to coat with the mixture.
Pour the cauliflower mixture into a 7 x 11 inch casserole dish. Sprinkle with remaining mozzarella.
Bake on top rack for 25-35 minutes, until the top is browned the cauliflower is tender.
Sprinkle with parmesan and add parsley garnish.
