Add broth, cauliflower, potato, salt and pepper, and bring to a boil over high heat.
Reduce heat and simmer for 18-20 minutes (until potatoes and cauliflower are tender).
Puree.
Return to pot, add cream, and heat gently.
Add cheese and heat until melted.
Serve with chives.
