1. Brown hamburger, with garlic; drain. Add taco seasoning, water, refried beans, and salsa. Simmer until desired thickeness. Aprox. 10 min.
2. Layer chips on plate. Top with meat, lettuce, cheese, tomatoe, and sour cream.
