In a medium saucepan place potatoes, celery, salt, and enough water to cover; bring to a boil; reduce heat and simmer covered, until potatoes are tender, about 15 minutes.
Drain; place vegetables in a large bowl; using a potato masher or electric mixer, mash until potatoes are nearly smooth.
In a saucepan heat milk and butter until butter is melted; add to vegetables with celery salt, if desired, and black pepper; mix until combined.
Serve immediately.
