Fry bacon, set aside. Saute onion and bell pepper in bacon grease.
Chop bacon and add with onions and bell pepper to other ingredients.
Stir soup, milk and soy sauce, pepper, beans and 1 1/3 cup onions in mixing bowl, pour into 3 quart casserole dish.
Bake at 350 for 25 minutes.
Top with remaining onions and bake for 5 more minutes or until browned.
