1. Mix the cream cheese in a bowl with ranch dressing seasoning and scallions. Set aside.
2. Lay out the tortilla and spread with the cream cheese mixture. Sprinkle half of the peppers, bacon and cheese on top.
3. Tightly roll the tortilla and wrap in plastic wrap tightly. Set in the refrigerator at least 2 hours up to over night.
4. Slice into even slices and serve.
