Combine water, potatoes, celery, carrots, onion, salt, and pepper in large pan. Boil 10-12 minutes until veggies are soft. In small pan, melt butter. Add flour and whisk to combine. Slowly add Milk over low-medium heat and stir until warm. Add cheese and whisk until thick and melted. Add cheese sauce and ham to undrained veggies. Heat through.
You can add additional water and veggies to stretch this recipe. Bacon can be substituted for ham.
