Preheat oven to 400
Melt butter in double boiler and add flour. Gradually stir in the milk. Remove from heat and and 3 egg yolks, one at a time.
Stir in cheese, dry mustard, nutmeg and pepper.
To 4 egg whites, aadd salt and cream of tartar and beat until stiff. Slowly add in cheese mixture.
Put in greased casserole into the pre-heated oven and immediately reduce the heat to 375. Bake 25 minutes.
