Melt butter in large sausepan. Stir in onion and saute until just tender. Stir in flour until well blended. Slowly add milk over medium heat, stirring constantly until thickened and smooth. Stir in cheese, continuing to stir until cheese melts. Set aside. In a separate saucepan, simmer broccoli, cauliflower, carrots, and celery in chicken broth until almost tender. Season with salt, if you wish, and pepper. Pour cheese sauce into vegetables and heat through.
