Put the hash browns in a large mixing bowl and stir until defrosterd and loosened. Add the onions, cheese whiz (melted), sour cream, margarine, soup, water and pepper. Stir thoroughly. Pour into a buttered 9 x 13 baking dish. Bake 350 for 50-60 minutes.
