Brown ground beef in butter; add onion. Stir in flour and salt and pepper. Spread over pie crust; add cheese, potatoes, and carrots. In bowl, mix milk, 2 eggs, and Worcestershire sauce; pour over meat and cheese. Place on cookie sheet. Bake 30 to 35 minutes at 350 F or until a knife inserted in middle comes out clean.
