1. Cook and drain noodles.
2. As they are cooking, cook onion & green bell pepper in the margarine until tender.
3. Blend in soup, sour cream, & milk.
4. Stir in cheese, hot dog pieces, & noodles.
5. Pour into a 2 quart casserole dish.
6. Bake at 350 degrees for 40 minutes.
