1. Melt 4 Tablespoons butter in a heavy saucepan over low heat. Whisk in flour until smooth. Cook 2 minutes whisking constantly. Gradually whisk in milk; cook over medium heat whisking constantly until mixture is thickened and bubbly. Stir in salt and pepper.
2. Layer potatoes, milk mixture, ham and the next 3 ingredients in a 5 qt slow cooker. coated with cooking spray. Dot with remaining 2 Tablespoons butter.
3. Cover and cook on high 2 1/2 hours or until potatoes are tender. Let stand 10 minutes before serving.
