Preheat oven to 350 degrees and grease 9x13" baking dish.
Melt margarine in saucepan. Remove from heat and blend in flour until smooth. Slowly stir in milk and cook over medium heat, stirring constantly until mixture thickens and boils. Add cheese and allow to melt.
Layer half of potatoes in baking dish, then over with half of cheese sauce and ham. Repeat layers of potatoes and cheese sauce. Cover tightly with foil and bake for 65-70 minutes or until potatoes test done with a paring knife. Uncover and bake 15 minutes more to brown.
