Melt margarine in a small sauce pan over low heat; add cocoa, blending until mixture is smooth and slightly thickened. Blend in Eagle Brand milk, stirring constantly until mixture is thick, about five minutes. Remove from heat, add vanilla. Cool thoroughly.
Prepare chocolate frosting; set aside.
Preheat oven to 350°.
Cream margarine, sugar, egg and vanilla until fluffy. Combine dry ingredients; gradually add to creamed mixture until well blended. Shape dough into 1 inch balls. Place about 2 inches apart on ungreased cookie sheet. Press center of each cookie with thumbprint. Spoon a scant teaspoon of frosting in the center of each cookie; place a cherry in the center of each cookie. Bake at 350° for 10 minutes or until edges are set.
