2. Add desired amount of garlic
3. Add Desired amount of Ginger
4. Add Bay Leaf
5. Add Chicken on top
6. In a separate bowl, mix the sugar, soy sauce, vinegar, and ground pepper together until sugar is dissolved.
7. Pour mixture on top of the chicken.
8. Cook about 4-5 Hours on high or low
