Put 4 cups of water in a large soup pot and add broths. Add chicken, onion, garlic, bay leaf, salt and pepper. Bring to a boil then turn down heat and simmer for 1 hour. Add veggies and barley to pot. Bring back to a boil then reduce to simmer for an hour or two until veggies are desired texture.
