Prepare chicken nuggets as directed on package. Meanwhile, spray a large skillet with cooking spray and heat over medium-high heat. Add broccoli, water, milk, and soup to skillet and heat to boiling. Add rice then stir. Reduce heat, cover, and simmer for 5 minutes or until water is absorbed. Place chicken nuggets over mixture in skillet. Sprinkle with cheese and place skillet in oven 1-2 minutes to melt the cheese.
