Adapted from Stephenson's restaurant.
Combine flour, salt, paprika, and pepper.
Remove skin from chicken. Drag chicken in water. Dip in flour mixture and thoroughly rub in. Put in baking dish (pack tightly) and dot with butter.
Bake at 425 degrees for 30 minutes until golden brown. Lower heat to 350 degrees. Mix hot water with dry milk and pour over chicken.
Bake covered for one hour and then uncover and bake for 30 more minutes.
