Heat oil over 12" skillet over low heat. Mix in onions and celery; sprinkle with salt and sugar. Add chicken stock. Cover and boil gently 10 minutes. Drain bean sprouts (save liquid). Mix cornstarch and soy sauce until smooth with 1/4 cup of bean sprout liquid. Add to skillet, cook and stir until thick. Mix everything together. Serve over noodles.
