Pour oil into heavy skillet and brown cut up chicken. Remove and set aside. Add flour and oil to skillet and stir well until brown roux. Add onions to this and cook until wilted. Transfer this roux into a large pot. Add chicken, celery, bell pepper, garlic, bay leaf, worchestershire, tobacco, salt and pepper. Stir until vegetables are wilted, about 15 minutes. Add hot water and simmer 30 more minutes. Add sausage and simmer another 30 minutes. Add green onions and parsley and simmer 10 minutes. When ready to serve, heat and add file just before serving. Serve over rice. Can add oysters last ten minutes if desired.
