This is a delicious meal in one platter.
In a 9" square baking pan combine potatoes, onion water, 2 tablespoons oil, 1 teaspoon salt and 1/2 teaspoon pepper.
Cover tight with foil. Bake 20 minutes in 425 degree oven.
In a small bowl, mix mustard, horseradish sauce, herbs, 1/4 teaspoon salt and pepper. Beat in 3 tablespoons oil until creamy. Place chicken skin side up in baking pan and brush on sauce. Put in oven, uncover potatoes and stir. Bake for 35 minutes. Turn chicken over once and baste 3 times.
Put potatoes over and add peas. Put sauce over peas, cover with foil and bake 15 minutes more.
Serve on platter.
