Cook the rice.
Sauté chicken breast in garlic and butter, then set aside.
Add carrots and water/broth to soup pan and begin to simmer.
After 10 minutes add sautéed chicken, and other seasonings and simmer.
Sauté celery and onion in butter. Use this base to make a roux with the flour, cream and wine.
Add rice, broccoli and roux and simmer again.
